Minutes of the Meeting
May 12, 2010
Chairman Roger Schletzbaum (Marion County) called the meeting to order at 9:00 a.m. with the following members present: Doug Shutts (Poweshiek County), and Larry Davis (Lucas County) and Mike Beary (Monroe County).
Also in attendance: Rachel Reed (City of Bussey), Aaron Vander Meiden (Midwest Sanitation). Staff Leslie Sedlock, Milo McCombs and Sara Bixby.
Moved by Beary, seconded by Davis to approve the May 12th agenda as presented. All ayes.
Moved by Davis, seconded by Shutts to approve the April 2010 Minutes. All ayes.
Moved by Shutts, seconded by Davis to approve the financial report as presented. All ayes.
Moved by Beary, seconded by Davis to approve the check register and supplemental check register dated April 2010. All ayes.
Staff recommends approving the proposed FYE 11 rate sheets for Landfill and Poweshiek Transfer Station for the period from July 1, 2010 to June 30, 2011. Fees will remain the same with the exception of fees for appliances and electronics they will be reduced to reflect the new contracts approved in April.

Bixby updated board members on household hazardous waste events.
Bixby will be meeting with David Hansen of HR-OneSource to discuss their involvement in the process of hiring an assistant director.
Rachel Reed (City Clerk of Bussey) approached the board about receiving special grant money to help purchase recycled playground equipment for the City of Bussey’s park. Marion County board of supervisors will need to allocate money from their special grant money received from the Agency every year towards this project.
Federal New Source Performance Standards (NSPS) and the Agency’s Title V air permit require it to conduct Tier 2 Testing at the Landfill every five years. These test determine whether the Landfill generates enough landfill gas to require a gas collection and control system.
Foth Engineering issued a Request for Proposals for Tier 2 testing on April 22. Foth and staff selected Vista Geo Services in the amount of $16,000.
McCombs reported that Clifford Pettyjohn is back for the season to help in closing cells A1 and A2. McCombs reported that on May 4th the leased off road dump truck was tipped over and the D6 is down for repairs.
Sedlock reported on May 25th the Agency will have a work comp audit. Sedlock also attended Stretching the Family Dollar, which was a great success. Sedlock reported health insurance will raise 18%. Board members asked staff to look at teaming up with one of the member county’s.
Bixby submitted her Directors report and reviewed it with board members. A complete report is on file with the minutes. Bixby asked board members for permission to attend HHW training in Jordan with staff from Metro Waste in June. All expenses will be paid through ICMA (Iowa City Managers Association).
