Minutes of the Meeting
January 13, 2010
Chairman Roger Schletzbaum (Marion County) called the meeting to order at 9:00 a.m. with the following members present: Larry Davis (Lucas County), Mike Beary (Monroe County). Doug Shutts (Poweshiek County) was absent.
Also in attendance: Scott Snyder (Wells Fargo), Ed Dieleman (Roland & Dieleman CPA), Jeanette Vaughan (City of Pella) and Bryan VanderMeiden (Midwest Sanitation). Staff Milo McCombs, Leslie Sedlock, Amber Alley and Sara Bixby.
Moved by Davis, seconded by Beary to approve the agenda as presented. All ayes.
Moved by Davis, seconded by Beary to approve the November 2009 Minutes. All Ayes.
Moved by Beary, seconded by Davis to approve the financial report as presented. All ayes.
Moved by Beary, seconed by Davis to approve the bills and list of supplemental bills. All ayes.
Scott Snyder, Wells Fargo who manages the Agency’s investments reported to the board the current status of the Agency’s Capital Reserve and Financial Assurance funds.
Ed Dieleman of Roland & Dieleman presented the results of the Agency’s financial audit for the year ending June 30, 2009.
Moved by Beary, seconded by Davis to approve the audit report for the year ending June 30, 2009. All ayes.
Bixby reviewed the Rathbun contract with amendments to board members.
Moved by Davis, seconded by Beary to approve the Rathbun contract with an increase in tipping fees. All ayes.
Bixby reviewed the FYE 2011 budget (July 1, 2010 to June 30, 2011) with board members.
Moved by Beary, seconded by Davis to approve the FYE 2011 budget as presented. All ayes.
Bixby asked board members to approve a Landfill tipping fee of $38 per ton and a Poweshiek Transfer Station tipping fee of $60 per ton effective July 1, 2011. Rates for appliances and electronic wastes will be set at a later date.
Moved by Beary, seconded by Davis to approve the tipping fees at $38 per ton at the Landfill and $60 per ton at the Poweshiek Transfer Station effective July 1, 2011. All ayes.
Bixby updated board members on the purchase of a 2008 Mack Semi-tractor for the Poweshiek Transfer Station.
Bixby updated board members on the Agency’s checking account and changes that were made.
McCombs reported that all loads coming into the Landfill are going into the new cell. The D6 dozer has had some repairs done to it.
Alley submitted her Education and Outreach report and reviewed it with board members. A complete report is on file with the minutes.
Sedlock reported the scale software at the Landfill and Powesheik Transfer Station will be updated January 26th and 27th. On February 17th ICAP will give sexual harassment training at 10:00 a.m. in the Agency’s education center and 1:30 p.m. in the Poweshiek board of supervisors meeting room.
Bixby submitted her Directors report and reviewed it with board members. A complete report is on file with the minutes.
