Minutes of the Meeting
October 14, 2009
Vice-Chairman Mike Beary (Monroe County) called the meeting to order at 9:10 a.m. with the following members present: Doug Shutts (Poweshiek County), Jim Kingery (Marion County) and Larry Davis (Lucas County). Chairman Roger Schletzbaum was absent.
Also in attendance: Jim Miles-Polka (Foth Infrastructure) and Loran Rickard (Brooklyn Community Foundation). Staff Milo McCombs, Leslie Sedlock, Amber Alley and Sara Bixby.
Moved by Shutts, seconded by Davis to approve the agenda as presented. All ayes.
Moved by Kingery, seconded by Shutts to approve the September 2009 Minutes. All ayes.
Moved by Shutts, seconded by Davis to approve the financial report as presented. All ayes.
Moved by Shutts, seconded by Kingery to approve the bills and list of supplemental bills with Frattalone’s #5 and #6 pay application included. All ayes.
Bixby reviewed customer accounts over 90 days past due with board members.
Bixby reviewed proposed changes to the Agency’s “Special Grants Program” with board members.
Moved by Shutts, seconded by Davis to approve the changes to the Agency’s “Special Grants Program”. All ayes.
Loran Rickard (Brooklyn Community Foundation) explained part of an ongoing project at BGM to install recycled playground equipment near the new sports complex. The Brooklyn Community Foundation has raised 50% of the money needed to purchase the playground equipment. Poweshiek County Supervisors will need to decide if they want to allocate money they receive from the “Special Grants Program” to this project.
The November board meeting will remain on the 11th.
Bixby reviewed leachate management considerations with Board members.
Moved by Davis, seconded by Shutts to lease a semi-tractor from Rich Goff to haul leachate, until the new semi-tractor for the Transfer Station arrives. All ayes.
Jim Miles-Polka (Foth Infrastructure) provided an update on Cell 4A and recommendations to board members.
Moved by Shutts, seconded by Kingery to accept the recommendations given by Foth Infrastructure & Environment firm. All ayes.
Bixby announced the Agency’s 2010 comprehensive plan update is due to DNR on September 1, 2010.
Bixby reviewed new federal rules for reporting greenhouse gases with board members.
McCombs reported that he and John Lee attended an ISOSWO/IRA conference in Waterloo. McCombs reported that on September 19th there was a fire in the new cell and Clay Township Fire Department responded. McCombs and Pat Flattery finished smothering the fire using dirt. McCombs reported that the Volvo continues to have operating problems.
Alley reported that Grinnell held its HHW event October 10th. Alley is also working on rotating billboard advertising. On October 20th Alley will be giving a landfill tour and presentation to 7th graders from the Knoxville Middle School.
Sedlock reported the Agency’s audit will be October 29th and 30th.
Bixby submitted her Directors report and reviewed it with board members. A complete report is on file with the minutes.
