Board Minutes

South Central Iowa Solid Waste Agency
Minutes of the Meeting
June 10, 2009

Chairman Roger Schletzbaum (Marion County) called the meeting to order at 9:00 a.m. with the following members present: Doug Shutts (Poweshiek County), Mike Beary (Monroe County) and Larry Davis (Lucas County).

Also in attendance: Lyle VanderMeiden (Midwest Sanitation), Fred and Sandy Agan (Landfill Neighbor), Swaney Nichols (Landfill Neighbor), and Betty Person (Landfill Neighbor). Staff  Milo McCombs, Leslie Sedlock, Amber Alley and Sara Bixby.

Moved by Shutts, seconded by Davis to approve the agenda as presented. All ayes.

Lyle VanderMeiden (Midwest Sanitation) addressed the board about change.

Moved by Davis, seconded by Shutts to approve the May 2009 Minutes. All ayes.

Moved by Beary, seconded by Davis to approve the financial report as presented. All ayes.

Moved by Shutts, seconded by Davis to approve the bills and list of supplemental bills with Frattalone’s #2 pay application in the amount of $293,667.50. All ayes.

Bixby reviewed customer accounts over 90 days past due with board members and  included a copy of the Agency’s billing procedures and a copy of the Credit Reinstatement Policy.

The Agency includes a $4000 per county with $2000 discretionary money (total $18,000) in the FYE 2009 budget for reimbursing counties and other groups for efforts on cleaning up illegal dumping. To date only $2,584.13 has been used.

Bixby updated the Board on cell construction progress and schedules.

Bixby reviewed buffer plan surveys received from landfill neighbors and Agency board members.

The July board meeting will be held July 22 (4th Wednesday) and no board meeting will be held in August.

Moved by Beary, seconded by Shutts to approve the FYE 2010 compensation adjustments as presented and employees with a single health insurance policy will contribute $20.00 per month towards the single policy starting January 2010. All Ayes.

McCombs reported work in the landfill is going slow do to rain and no part time help this year.

Alley submitted her outreach specialist report and reviewed it with board members. A complete report is on file with the minutes.

Sedlock is working on end of year requirements.

Bixby submitted her Directors report and reviewed it with board members. A complete report is on file with the minutes.

Moved by Beary, seconded by Shutts to adjourn the meeting at 10:30 a.m. All ayes.
