South Central Iowa Solid Waste Agency
Minutes of the Meeting
March 11, 2009

Chairman Roger Schletzbaum (Marion County) called the meeting to order at 9:00 a.m. with the following members present: Doug Shutts (Poweshiek County), Mike Beary (Monroe County) and Nels Christensen (Lucas County).

Also in attendance: Bryan VanderMeiden (Midwest Sanitation), Jim Kingery (Marion County Alternate). Staff Milo McCombs, Leslie Sedlock, Amber Alley and Sara Bixby.

Moved by Shutts, seconded by Beary to approve the agenda as presented. All ayes.

Moved by Shutts, seconded by Christensen to approve the April 2009 Minutes. All ayes.

Moved by Beary, seconded by Christensen to approve the financial report as presented. All ayes.

Moved by Shutts, seconded by Beary to approve the bills with Frattalone’s first pay application included. All ayes.

Bixby discussed with board members, customer accounts that are over 90 days past due. Staff recommends these accounts be written off or turned over to collection and barred from future charging.

The Agency’s website contract with The Write Place expired in March. Staff recommends renewing the contract for a three-year period.

Moved by Shutts, seconded by Christensen to renew the website contract with The Write Place for a three-year period. All ayes.

The Agency’s contract with Environmental Services of Iowa (ESI) to process white goods and baling scrap metal expires at the end of June. Staff recommends extending the contract with ESI at both Agency facilities for another year under the existing terms and conditions.

Moved by Beary, seconded by Shutts to extend the contract with ESI to process white goods and baling scrap metal for one year. All ayes.

Bixby updated the board on the aluminum trailers at the Transfer Station.

There will be an environmental management system information session May 28th from 10 a.m. to 3 p.m. at the Hilton Garden Inn in Johnston. Bixby asked board members to consider attending.

At its April meeting, the Board directed Bixby to prepare a Buffer Plan for Agency properties. Since the April Board meeting Bixby has been working with Bill Buttrey at Marion County to identify available data and develop map and aerial photo overlays of parcels adjacent to and near the boarders of Agency’s property in Marion County.

Bixby updated the Board on construction of Cell 4A. Bixby also included a timetable presented at the April 30th construction meeting to Board members.

McCombs reported leachate is averaging 2 loads a week and there are cracks in the asphalt that need repaired.

Alley submitted her outreach specialist report and reviewed it with board members. A complete report is on file with the minutes.

Sedlock is working on end of year requirements.

Bixby submitted her Directors report and reviewed it with board members. A complete report is on file with the minutes.
