South Central Iowa Solid Waste Agency
Minutes of the Meeting
March 11, 2009

Vice-Chairman Mike Beary (Monroe County) called the meeting to order at 9:00 a.m. with the following members present: Doug Shutts (Poweshiek County), Jim Kingery (Marion County) and Larry Davis (Lucas County).

Also in attendance: Jim Miles-Polka (Foth Infrastructure),  Bryan VanderMeiden (Midwest Sanitation), Jon Burnmeister (Public Financial Management, Inc.). Staff Milo McCombs, Leslie Sedlock, Amber Alley and Sara Bixby.

Moved by Shutts, seconded by Davis to approve the agenda as presented. All ayes.

Moved by Shutts, seconded by Kingery to approve the February 2009 Minutes. All ayes.

Moved by Davis, seconded by Shutts to approve the financial report as presented. All ayes.

Moved by Shutts, seconded by Davis to approve the bills and tonnage fee report as presented. All ayes.

Moved by Shutts, seconded by Davis to go into closed session at 9:15 a.m. per Iowa Code Chapter 21.5 (i). All ayes.

Moved by Davis, seconded by Shutts to come out of closed session. All Ayes.

Moved by Shutts, seconded by Davis to uphold termination of Jeff DeWitte. All ayes.

Moved by Shutts, seconded by Davis to open the public hearing at 9:40 a.m. related to revenue bond issue. All ayes.

Bixby said no written comments had been received.

Jon Burmeister (Public Financial Management, Inc.) reviewed the tabulation of bids with board members. Mr. Burmeister recommended the board to approve $1,060,000. to Cedar Rapids Bank & Trust Co. at 3.1979%.

No oral or written objections were presented during the public hearing.

Moved by Davis, seconded by Shutts to close the public hearing. All ayes.

Moved by Davis, seconded by Shutts to issue bond with Cedar Rapids Bank & Trust Co. for the recommended amount and to approve related paper work and documentation. All ayes.

Jim Miles-Polka (Foth Infrastructure) reviewed the three bids received on the cell construction project with board members. The board was asked to make an award to Frattalone Companies Inc. from Little Canada Minnesota.

Moved by Shutts, seconded by Davis to award Frattalone Companies, Inc. the contract for new cell construction. All ayes.

Moved by Shutts, seconded by Kingery to approve the amended parameters to the Grant to Counties money. All ayes.

Bixby and the Board discussed the land acquisition located east of the Landfill. Bixby asked for input from the Board about how to proceed with this topic.

Bixby update the Board on Senate File 230 with board members.

Bixby provided the Board with the state rules governing on-site disposal of animal carcasses.

McCombs reported the Volvo is down and service on the Volvo has been terrible. McCombs reported staff took a load of leachate to Des Moines this week and that its business as usual.

Alley submitted her outreach specialist report and reviewed it with board members. A complete report is on file with the minutes.

Bixby submitted her Directors report and reviewed it with board members. A complete report is on file with the minutes.

Moved by Shutts, seconded by Davis to adjourn the meeting at 10:40 a.m. All ayes.
