South Central Iowa Solid Waste Agency
Minutes of the Meeting
February 11, 2009

Chairman Roger Schletzbaum (Marion County) called the meeting to order at 9:00 a.m. with the following members present: Doug Shutts (Poweshiek County), Mike Beary (Monroe County) and Larry Davis (Lucas County).

Also in attendance: Mike Smith (Foth Infrastructure), Kathy and Bryan VanderMeiden (Midwest Sanitation), Dennis Smith (Lucas County Board of Supervisor), Fred and Sandy Agan (Marion County resident) and Paul Harrington (Marion County resident). Staff Milo McCombs, Leslie Sedlock, Amber Alley and Sara Bixby.

Moved by Shutts, seconded by Davis to amend the agenda as presented. All ayes.

Moved by Beary, seconded by Davis to open the public hearing related to construction. All ayes.

Mike Smith (Foth Infrastructure) announced the construction cost is estimated at $2 million. All bids for this project are due March 4, 2009.  There were no verbal or written comments.

Moved by Davis, seconded by Beary to close the public hearing. All ayes.

Bryan VanderMeiden had questions regarding the check register.

Moved by Shutts, seconded by Beary to approve the Minutes of January 2009. All ayes.

Moved by Shutts, seconded by Davis to approve the financial report as presented. All ayes.

Moved by Shutts, seconded by Davis to approve the bills presented and the list of supplemental bills. All ayes.

The construction of cell 4A pre-bid meeting will be held at 1p.m., February 24th and all bids are due and opened at 1 p.m., March 4th. On March 11th at 9 a.m. the bids for construction will be presented to the Board for action.

Bixby reviewed the updated tipping fee survey she prepared with board members. Bixby will update the tipping fee survey through the end of the fiscal year.

Bixby received a notice from DNR last month regarding the disposal of cattle carcasses and other animal mortalities. Rendering companies nationwide will not be able to process the brain and spinal tissue from cattle over 30 months of age into any feed product. Currently land filling is the best option available for disposal of cattle carcasses and other animal mortalities. Bixby will send a copy of the rules to board members.

McCombs reported staff is stock piling clay for the summer closure project and that its business as usual.

Alley submitted her outreach specialist report and reviewed it with board members. A complete report is on file with the minutes.

Sedlock reported that she will be scheduling harassment training soon.

Bixby submitted her Directors report and reviewed it with board members. A complete report is on file with the minutes.

Moved by Davis, seconded by Shutts to adjourn the meeting at 9:50 a.m.  All ayes.
