Board Minutes

South Central Iowa Solid Waste Agency
Minutes of the Meeting
May 14, 2008

Chairman Roger Schletzbaum (Marion County) called the meeting to order at 9:00 a.m. with the following members present: Doug Shutts (Poweshiek County), Larry Davis (Lucas County) and Mike Beary (Monroe County).

Also in attendance: Brian Vander Meiden and Kathy Vander Meiden (Midwest Sanitation) and Dwight Mater (Marion County Alternate). Staff Leslie Sedlock, Milo McCombs, Amber Alley and Sara Bixby.

Moved by Beary, seconded by Shutts to amend the May 2008 agenda. The Directors evaluation will be the last item on the agenda. All ayes.

Moved by Shutts, seconded by Davis to approve the Minutes of
April 2008. All ayes.

Moved by Beary, seconded by Davis to approve the financial report. All ayes.

Moved by Davis, seconded by Beary to approve the bills and the illegal dumping reimbursement to the City of Grinnell in the amount of $4753 and Marion County Engineer in the amount of $483.00. All ayes.

Ken Cadden was not present for 9:15 a.m. appointment.

Moved by Davis, seconded by Shutts to accept credit and debit cards at the landfill and transfer station without applying a service fee to the customer. All Ayes.

Moved by Shutts, seconded by Beary to approve the revised land lease with Carroll Hoksbergen. All Ayes.

Bob Harsin was hired as a seasonal laborer for the summer and Dannile Dykstra was hired as a scale operator. Ken Cadden submitted a letter of resignation May 1st and a job advertisement for an operator was sent to papers in Poweshiek County on May 5th.

Bixby reviewed a draft policy “Purchases of Consumable Goods for Public Purpose” with board members. The draft policy incorporates and expands on the original policy. The policy will be brought to the Board as an action item in June.

Because it is likely the landfill will continue to experience high quantities of leachate for a period of time this spring the landfill will split leachate deliveries between Knoxville and Des Moines.

Bixby gave current and continuing legislative bill updates to board members.

McCombs (landfill foreman) reported that staff is preparing for seeding in closure areas and the 973 is still down.

Alley (Outreach Specialist) submitted her outreach specialist report and reviewed it with board members. A complete report is on file with the minutes.

Sedlock (Business Manager) reported she has been busy with new employees and employees leaving and preparing for year end.

Bixby submitted her Directors report and reviewed it with board members. A complete report is on file with the minutes.

Moved by Shutts, seconded by Davis to go into closed session at 10:07 a.m. pursuant to Iowa Code Chapter 21.5 © for directors performance evaluation. All ayes.

Moved by Davis, seconded by Shutts to come out of closed session at 10:39 a.m. All ayes.

Moved by Davis, seconded by Beary to adjourn the meeting at 10:42 a.m. All ayes.
