South Central Iowa Solid Waste Agency
Minutes of the Meeting
December 12, 2007

Chairman Roger Schletzbaum (Marion Co) called the meeting to order at 9:00 a.m. with the following members present: Mike Beary (Monroe Co.) Doug Shutts (Poweshiek Co.) Lucas County was not present.

Also in attendance: Kathy VanderMeiden and Aaron VanderMeiden (Midwest Sanitation); Jim Miles-Polka and Mike Smith (Foth Infrastructure); Royal Roland (Roland & Dieleman, CPA); Steve Woodhouse (Knoxville Journal). Staff Leslie Sedlock, Milo McCombs, and Sara Bixby.

Moved by Shutts, seconded by Beary to approve the December 2007 agenda and add audit report as action. All ayes.

Moved by Beary, seconded by Shutts to approve the Minutes of
November 2007. All ayes.

Moved by Shutts, seconded by Beary to approve the financial report. All ayes.

Moved by Beary, seconded by Shutts to approve the bills presented. All ayes.

Mike Smith of Foth Infrastructure gave an Engineering report on the Landfill and Transfer Station to board members. Smith reported that the Landfill and Transfer Station are in good shape.

A job offer at the Transfer Station was made to Ken Cadden from rural Brooklyn. Ken's first day on the job will be December 10th.

A big welcome goes out to Rathbun Area Solid Waste Commission. The Rathbun Area Solid Waste Commission started delivering waste to the Agency Landfill on December 3, 2007. The delivery was agreed upon in a contract signed by the two organizations in November 2005 with specifics worked out in ongoing discussions between staff thereafter. Sedlock has been setting up account and business procedures associated with the conversion.

The 70-day delay on implementation of Chapter 113 imposed by the Administrative Rules review Committee will go into effect December 10th.

Bixby reviewed the first draft of the Agency budget for FYE 2009 with board members.

Royal Roland (Roland and Dieleman, CPA) was present to report the results of the Agency's Independent Audit for the fiscal year that ended June 30, 2007.

Moved by Beary, seconded by Shutts to approve the audit report given by Royal Roland. All ayes.

McCombs (landfill foreman) reported staff is still working on preparing for ongoing landfill cell closure and believes staff could complete the closure project in a year with a couple of leased trucks and a couple of part time drivers.

Bixby submitted her Directors report and reviewed it with board members. A complete report is on file with the minutes.
