South Central Iowa Solid Waste Agency
Minutes of the Meeting
June 13, 2007

Chairman Roger Schletzbaum (Marion Co) called the meeting to order at 9:00 a.m. with the following members present: Larry Davis (Lucas Co.); Mike Beary (Monroe Co.) and Doug Shutts (Poweshiek Co.).

Also in attendance: Jim Miles-Polka (Foth Infrastructure & Environment, LLC); Dwight Mater (Marion County Alternate); Brian Vander Meiden (Midwest Sanitation); Staff Leslie Sedlock, Rachel Sorge, Milo McCombs and Sara Bixby.

Moved by Davis, seconded by Shutts to approve the June 2007 agenda. All ayes.

Moved by Shutts, seconded by Davis to approve the minutes of May 2007. All ayes.

Moved by Beary, seconded by Shutts to approve the financial report, bills and supplemental list of bills. All ayes.

Bixby reviewed and discussed with board members Chapter 113 landfill rules and how the Agency plans to implement these new rules, there was also discussion on Foth’s scope proposal for the Agency, which would implement the new landfill rules. Foth’s proposal will come back as an action item next month.

The Agency’s draft Title V Operating Permit, dealing with air emissions and limits, is available for public comment from June 8th through July 7th at the Knoxville Public Library or on the DNR Website.

Board members were asked, if they preferred their monthly board meeting packets electronically or by mail. Board members indicated they would prefer that the packets be mailed each month.

In May Bixby reported that there were two open positions being advertised-permanent part-time scale operator and a temporary seasonal laborer. Both positions were filled by May 25th.

Bixby recommended a compensation increase of 4% for all Agency employees, except three, effective July 1, 2007.

Moved by Beary, seconded by Shutts to accept the recommendation of a 4% compensation increase for all Agency employees beginning July 1, 2007 with the exception of three. All ayes.

The City of Lovilia sent a letter requesting a discount on disposal fees for debris associated with the clean-up of two buildings recently destroyed by fire.

Moved by Shutts, seconded by Beary to deny the City of Lovilia’s request for a discount on disposal fees, because the property is not city owned property but privately owned property. All ayes.

McCombs reported new rails were put on the dozer and the seeding is coming up really well.

Sorge submitted her EPS report and reviewed it with board members. A complete report is on file with the minutes.

Sedlock reported she is busy preparing for the end of year.

Bixby submitted her Directors report and reviewed it with board members. A complete report is on file with the minutes.

Moved by Shutts, seconded by Davis to adjourn the meeting at 10:00 a.m. All ayes.
