Minutes of the Meeting
February 14, 2007
Vice-Chairman Mike Beary (Monroe Co) called the meeting to order at 9:10 a.m. with the following members present: Nels Christensen (Lucas Co.); Dwight Mater (Marion Co.) and Doug Schutts (Poweshiek Co.). Roger Schletzbaum arrived after role call.
Also in attendance: Mrs. Schutts; Brian VanderMeiden (Midwest Sanitaiton); Will Prather and John Holt (Army Corp of Engineer) Staff Leslie Sedlock, Rachel Sorge, Milo McCombs and Sara Bixby.
Moved by Christensen, seconded by Schutts to approve the February 2007 agenda. All ayes.
Brian VanderMeiden gave a progress report on the recycling center located in Pella. VanderMeiden asked that the commission look at setting a fine on cardboard found in loads or some other type of penalty. Bixby will outline options and possible parameters for such a program and bring it back to the board.
Moved by Beary, seconded by Christensen to approve the minutes of January 2007. All ayes.
Moved by Schutts, seconded by Christensen to approve the financial report, bills and supplemental list of bills. All ayes.
The next comp plan update is due September 1, 2007. Rules require the Agency to hold at least two public meetings during development of the plan update. The Agency has scheduled four – one in each county:
Monroe County – 7 p.m., February 15, Albia City Hall
Poweshiek County – 7 p.m., March 7, Montezuma City Hall
Marion County – 7 p.m., April 12, Knoxville city Hall
Lucas County – 7 p.m., May 16, Chariton City Hall
Foth Infrastructure & Environment and Bixby will work together to prepare comments about the proposed Chapter 113 rules (new proposed landfill rules) on behalf of the Agency. Comments on the proposed 113 rules will be submitted as an Agency document and list all four counties. The Chairman of the board (Schletzbaum) and Director (Bixby) will sign off on the document. Those comments will be submitted to DNR on or before the close of the public comment period.
Bixby gave a legislative update and answered questions.
Moved by Christensen, seconded by Beary to approve the FYE 2008 rate sheets as amended effective July 1, 2007. All ayes.
Moved by Beary, seconded by Christensen to approve switching the Agency’s 457 plan provider to UNIFI Companies with Kevin Wadle as the servicing agent. All ayes.
Marion County will provide some trucks and time in support of the Lake Red Rock clean-up event. The Agency will recognize this as a clean up project and reimburse Marion County through their special grant program.
