CALL TO ORDER AND ROLL CALL
Chairman Roger Schletzbaum (Marion Co) called the meeting to order at 9:00 a.m. with the following members present: Larry Davis (Lucas Co.),
Tom Law (Poweshiek Co.) and Mike Beary (Monroe Co.).
Also in attendance: Howard Pothovan, (Marion Co); Kathy VanderMeiden, Midwest Sanitation; and staff Rachel Sorge, Leslie Sedlock, Milo McCombs, Jeff DeWitte and Sara Bixby.
APPROVE OR AMEND AGENDA
Moved by Beary, seconded by Davis to approve the June 2006 agenda. Motion carried. Yea's-4 Nay's-0
PUBLIC COMMENT

APPROVE MINUTES
Moved by Davis, seconded by Law to approve the minutes of May 2006. Motion carried. Yea's-4 Nay's-0
APPROVE FINANCIAL REPORT AND BILLS
Moved by Law, seconded by Beary to approve the financial report, bills and supplemental list of bills including $6000 to Marion County for illegal dumping. Motion carried. Yea's-3 Nay's-0 Schletzbaum abstained.
E-WASTE DISPOSAL BAN
Staff recommends the e-waste ban go into effect July 1st. Staff also recommends the $25 per unit handling fee be suspended for all banned e-waste items except computer monitors and televisions until October 1st or additional action by the Agency, whichever comes first.
Moved by Beary, seconded by Law to approve a ban on electronic items from the Landfill beginning July 1, 2006. Motion carried. Yea's-4 Nay's-0
E-WASTE RATE STRUCTURE
Bixby recommended accepting the Agency price list for electronic waste items.

WHITE GOODS & SCRAP CONTRACT
Staff recommends contracting with ESI for two years at both facilities. As part of contract documentation, require ESI to provide copies of its sales receipts for the scrap metal collected from Agency Facilities.

ROLLOFF CONTRACT
The Agency's contract with Midwest Sanitation to service the convenience drop-off area by pulling and emptying roll-off boxes expires at the end of June. Staff issued a request for bids in early May and received three responses by the May 26 deadline.
Staff recommends a contract for two years with KAL Services Inc. at a rate of $45 per pull.

POWESHIEK TRANSFER STATION ACQUISITION
Bixby asked the Agency Board for affirmation of its continued interest in owning and operating the Poweshiek Transfer Station to take to the Poweshiek County Board of Supervisors on June 26th.

EMPLOYEE COMPENSATION
Bixby reviewed and gave recommendations on FYE 2007 salary and wage adjustments.

REVISED INCLEMENT WEATHER POLICY (SUSTAINED WINDS)
Staff recommends adding to the wind portion of current Inclement Weather Policy:
Staff would like to see that Agency facilities may also close as a result of sustained winds that average 25 mph or more for a period of at least one hour. The average wind speed would be calculated using 10 minute intervals in any 60 minute period. The Inclement Weather Policy revision will be brought back to the Board in July as an action item.
LANDFILL FOREMAN REPORT-MILO MCCOMBS
McCombs reported all is going well. The scrap metal has been cleaned up and the Leachate is slowing down. Terracon came to the Landfill to test the banks for closure. DNR was out this month and said the landfill looked good.
TRANSFER STATION-JEFF DEWITTE
DeWitte reported the white goods would be picked up today and staff is getting e-waste stuff set up.
EPS REPORT-RACHEL SORGE
Sorge reported the HHW Event in Knoxville will be held on June 17th. Sorge has placed several labels out in the landscape surrounding the Education Center and continues working to identify and label more of the plants. Sorge is also working on revising the guide to solid waste services with the newly approved fees.
BUSINESS MANAGER-LESLIE SEDLOCK
Sedlock reported she attended an IPERS meeting on June 15th. The Landfill will receive safety training on June 21st. Sedlock received a demo safety video geared toward transfer stations, which she hopes to implement in the near future.
DIRECTORS REPORT-SARA BIXBY
The Agency accepted a bid from Norris Asphalt, the low bidder to Marion County on several road jobs, to put asphalt down on an additional section of the Landfill access road. Bixby is still waiting on a response from the Newton Correctional Facility to our request for an ongoing service contract for litter pickers. Mr. McGregor delivered 5.78 tons of waste on May 22nd. That was his only trip to the Agency Landfill in May.
