South Central Iowa Solid Waste Agency
Minutes of the Meeting
May 12, 2006

CALL TO ORDER AND ROLL CALL

Chairman Roger Schletzbaum (Marion Co) called the meeting to order at 9:00 a.m. with the following members present: Larry Davis (Lucas Co.),
Tom Law (Poweshiek Co.) and Mike Beary (Monroe Co.).

Also in attendance: Kathy VanderMeiden, Midwest Sanitation; Jim Miles-Polka, Foth & Van Dyke; Doug Rolfes, ESI; and staff Rachel Elgin, Leslie Sedlock, Milo McCombs, Jeff DeWitte and Sara Bixby.

APPROVE OR AMEND AGENDA

Moved by Beary, seconded by Davis to approve the May 2006 agenda. Motion carried. Yea's-4 Nay's-0

PUBLIC COMMENT

There was no public comment.

APPROVE MINUTES

Moved by Beary, seconded by Law to approve the minutes of April 2006. Motion carried. Yea's-4 Nay's-0

APPROVE FINANCIAL REPORT AND BILLS

Moved by Law, seconded by Davis to approve the financial report, bills and supplemental list of bills. Motion carried. Yea's-4 Nay's-0

E WASTE CONTRACT

Bixby asked the board to approve the contract for electronic waste processing. The contract covers the period from July 1, 2006 through June 30, 2006.

Moved by Beary, seconded by Law to approve the E Waste Contract as presented. Motion carried. Yea's-4 Nay's-0

WHITE GOOD/SCRAP CONTRACT

The Agency's contract for processing white goods and baling scrap metal expires at the end of June. Earlier this spring, staff sent a Request for Proposals (RFP) to six firms that have expressed an interest in proposing the next time the Agency's white good contract is up. Three proposals were received. The Agency focused on the proposals received from Moors and ESI. Staff recommended a contract with Moors to dispose of white goods and scrap metal. Doug Rolfes, ESI commented that they are currently paying $70 to $75 dollars per ton with an average of 50 dollars per ton.

Moved by Davis, seconded by Law to have both ESI and Moors respond to a new pricing approach, which shows the maximum and minimum per ton that the Agency could receive. Motion carried. Yea's-4 Nay's-0

Bixby will bring the results back to the June board meeting.

E WASTE BANNED FROM LANDFILL DISPOSAL

Sheltzbaum isn't sure of the phrase "Banned" he would like to see some creativity in getting the message out so it may be clear to people that we will accept E-waste.

E-WASTE RATE STRUCTURE

Board members reviewed the proposed fees for electronic waste.

GOVERNMENT OVERSIGHT/ACCOUNTABILITY

Bixby spoke on Senate file 2410 and what changes the Agency may incur.

LANDFILL FOREMAN REPORT-MILO MCCOMBS

McCombs reported all is going well. The seeding on the landfill slopes done this spring is looking good.

TRANSFER STATION-JEFF DEWITTE

DeWitte reported staff has been working on keeping the equipment serviced and yards mowed. Grinnell cleanup was this past month, which has increased loads to the landfill.

EPS REPORT-RACHEL ELGIN

Elgin reported April 22nd was Pella HHW Collection Event and April 29th, the Collection Event in Grinnell was held. The HHW Event in Knoxville will be held on June 17th. The Recycling Challenge is complete and a total of 911.1 pounds of plastic bags were diverted from our waste stream. The Magic of Recycling Program was a success! Elgin traveled to 13 area schools the week of April 17-21 to see the students and teachers enjoy the magic show.

BUSINESS MANAGER-LESLIE SEDLOCK

Sedlock reported she is working on her payroll training course and will be looking to update the employee personnel policies sometime after July. Sedlock will be looking for a new agent to provide services for the Agency's 457 plan. Workers Compensation audit will be conducted Monday.

DIRECTORS REPORT-SARA BIXBY

Bixby reported changes to Landfill Rules, Bixby continues to participate in discussions about the proposed changes to Iowa Administrative Code Section 567 Chapter 113 (Chapter 113), which govern the state's municipal solid waste landfills.
