April 12, 2006
CALL TO ORDER AND ROLL CALL
Chairman Roger Schletzbaum (Marion Co) called the meeting to order at 9:00 a.m. with the following members present: Larry Davis (Lucas Co.), Tom Law (Poweshiek Co.) and Mike Beary (Monroe Co.).
Also in attendance: Staff Rachel Elgin, Leslie Sedlock, Milo McCombs, Jeff DeWitte and Sara Bixby.
APPROVE OR AMEND AGENDA
Moved by Law, seconded by Beary to approve the April 2006 agenda. Motion carried. Yea's-4 Nay's-0
PUBLIC COMMENT
There was no public comment.
APPROVE MINUTES
Moved by Beary, seconded by Law to approve the minutes of March 2006. Motion carried. Yea's-4 Nay's-0
APPROVE FINANCIAL REPORT AND BILLS
Moved by Davis, seconded by Beary to approve the financial report and bills. Motion carried. Yea's-4 Nay's-0
TRACK LOADER RECOMMENDATION
Bixby sent RFPs to Ziegler (CAT); RMS (Komatsu); and Landfill Equipment (a rebuild shop in Missouri). RMS later sent a letter declining to bid. No response was received from Landfill Equipment.
Staff recommends the CAT 973 Track Loader with a waste handling package and options proposed by Ziegler.
Moved by Beary, seconded by Davis to approve the bid from Ziegler on a 973 Track Loader. Motion carried. Yea's-4 Nay's-0
REVISION TO CREDIT REINSTATEMENT POLICY
Staff asks the Board to approve the change to the Credit Reinstatement Policy. The new language in the policy would provide the Agency the ability to place a customer on a permanent "Cash-No Checks" status.

DRAFT RESIDENCY REQUIREMENT POLICY
A draft residency requirement policy was submitted for the board to review and comment. The board will continue discussion about an employee residency requirement at the May meeting.
CHANGES TO LANDFILL RULES
The Iowa Department of Natural Resources is in the process of rewriting the sections of the Iowa Administrative Code (IAC) pertaining to municipal solid waste landfills.
LANDFILL FOREMAN REPORT-MILO MCCOMBs
McCombs reported all is going well. The white goods and scrap metal have been picked up and the equipment has been serviced. Lechate hauling has also increased.
TRANSFER STATION-JEFF DEWITTE
DeWitte and staff have been working on making a shop in the Transfer Station building.
EPS REPORT-RACHEL ELGIN
Elgin reported that the month of April brings the beginning of our Household Hazardous Waste collection Events. Since March 14th, the Agency has been conductiog a Recycling Challenge amongst 13 schools in the Agency service area. The Magic of Recycling show will be touring the Agency service area throughout the week of April 17th.
BUSINESS MANAGER-LESLIE SEDLOCK
Sedlock reported that she has been working on quarterly reports and staff continues to participate in monthly safety training sessions.
DIRECTORS REPORT-SARA BIXBY
Bixby reported the Senate and House both passed House File 729, which was sent to the Governor for signature April 4th. This bill could increase contributions to IPERS by a total of 0.5% per year beginning in the coming fiscal year and running through FYE 2014. Health insurance premiums for FYE 2007 will decrease by 9.41% according to De Ann Spicer, Ahrold Fay & Co. Ms Spicer said this is the first decrease in premiums she has seen in about five years.
