Minutes of the Meeting
March 8, 2006

CALL TO ORDER AND ROLL CALL

Chairman Roger Schletzbaum (Marion Co) called the meeting to order at 9:00 a.m. with the following members present: Nels Christensen (Lucas Co.), Tom Law (Poweshiek Co.) and Mike Beary (Monroe Co.).

Also in attendance: Staff Rachel Elgin, Leslie Sedlock, Milo McCombs, Jeff DeWitte and Sara Bixby.

APPROVE OR AMEND AGENDA

Moved by Christensen, seconded by Law to approve the March 2006 agenda as amended. Motion carried. Yea's-4 Nay's-0

PUBLIC COMMENT

There was no public comment.

APPROVE MINUTES

Moved by Beary, seconded by Law to approve the minutes of February 2006. Motion carried. Yea's-4 Nay's-0

APPROVE FINANCIAL REPORT AND BILLS

Moved by Christensen, seconded by Beary to approve the financial report, bills and supplemental list of bills. Motion carried. Yea's-4 Nay's-0

E-WASTE REQUEST FOR PROPOSAL

The Agency received four proposals in response to the Request for Proposals (RFP) sent out in early February. Bixby recommended Midwest Electronic Recovery as the preferred contractor pending development of an acceptable contract.

Moved by Beary, seconded by Law to bring a recommendation back to next months meeting after a contract has been negotiated. Motion carried. Yea's-4 Nay's-0

PROCEDURES FOR REVIEWING AGENCY RECORDS

Public agencies are required to adopt a set of procedures outlining how they will comply with Iowa Code Chapter 22-the Iowa Records Law. Staff asks that the procedures be approved as presented.

Moved by Christensen, seconded by Beary to approve the Open Records Review Procedures for Agency records as presented. Motion Carried. Yea's-4 Nay's-0

APPLICATION FOR CHECK WRITING PRIVILEGES-JERMAINE MCGREGOR

Jermaine McGregor has verbally asked to be allowed to again pay fees to the Agency with checks. McGregor will submit a written request for reinstatement per Agency policy.

Moved by Beary, seconded by Christensen to reinstate check writing privileges to Jermaine Hauling with the understanding that one bounced check puts him back to "cash only-no checks" Yea's-4 Nay's-0

DIRECTORS REQUEST FOR TEMPORARY CONTRACT VARIANCE

Bixby requested a variance in her employment contract to allow her to live outside the service area for period of time while her new house is being built. Bixby believes this should be less than six months.

Moved by Law, seconded by Christensen to grant Bixby a temporary variance in her employment contract. Motion carried. Yea's-4 Nay's-0

MOWING CONTRACT

Staff asked that Hoks & Sons Lawn Care contract be extended one year.

Moved by Law, seconded by Christensen to extend the mowing contract with Hoks and Sons for another year. Motion carried. Yea's-4 Nay's-0

SICK LEAVE PAYOUT

Staff requested that Ron Conner remaining sick leave be paid out.

Moved by Beary, seconded by Law to pay out remaining sick leave to Ron Conner. Motion carried. Yea's-4 Nay's-0

DRAFT RESIDENCY REQUIREMENT POLICY

A draft policy regarding employee residence was given to board members for consideration. The draft policy will be submitted to an attorney for review so that changes and corrections can be completed and a recommended policy be included on the April agenda for approval.

LANDFILL FOREMAN REPORT-MILO MCCOMBS

McCombs reported staff is getting a good jump on spring. Compost has been put down and rock has been put in all the washouts. McCombs will complete the seeding sometime at the end of March. Leachate will be hauled Thursday.

TRANSFER STATION-JEFF DEWITTE

DeWitte apologized for missing the past two meetings. Staff has been busy servicing equipment and creating a shop area in the southwest corner of the transfer station shop this will allow for some in house repairs.

EPS REPORT-RACHEL ELGIN

Elgin reported that the Agency is holding a Recycling Challenge for all of the schools participating in the "Magic of Recycling" program in April. The Recycling Challenge will run from March 13 to April 13th and is open to all the grades in each elementary. The HHW Satellite located at the SCISWA is now open for the 2006 season.

BUSINESS MANAGER-LESLIE SEDLOCK

Landfill employees received sexual harassment training and reviewed the employee handbook February 15th. Landfill staff also watched a safety video on February 22nd at the Landfill. Several agency staff members received CPR training on the 23rd of February. Sedlock will take a course offered by the American Payroll Association over the web from there she plans on taking the certified HR professional course.

DIRECTORS REPORT-SARA BIXBY

Bixby updated board members on several legislative issues. Crews of prisoners from the Newton Correctional Facility worked 12 days in February picking up wind blown litter from around the Landfill. Aldrich Land Surveys completed surveying and staking around the site on February 27th. Technicians from Scale Source were on-site February 22nd and again February 24th to make repairs to the scale. Major repairs/upgrades were completed on trailer #225 at the Transfer Station. Trailer 100 was taken to Jim Hawk Truck & Trailer, Altoona, to repair a hinge on the rear door.
