December 14, 2005
CALL TO ORDER AND ROLL CALL
Chairman Roger Schletzbaum (Marion Co) called the meeting to order at 9:00 a.m. with the following members present: Helen Allan (Lucas Co.) and Mike Beary (Monroe Co). Tom Law (Poweshiek Co.) was absent.
Also in attendance: Kathy Vander Meiden, Midwest Sanitation; Ed Dieleman, Roland & Dieleman CPA; Jim Miles-Polka and Mike Smith, Foth VanDyke; and staff Jeff DeWitte, Rachel Elgin, Leslie Sedlock, Milo McCombs and Sara Bixby.
APPROVE OR AMEND AGENDA
Moved by Beary, seconded by Allen to amend (move item 7 ahead of item 6) and approve the December 2005 agenda. Motion carried. Yea's-3 Nay's-0

FYE 2005 AUDIT
Ed Dieleman of Roland & Dieleman CPA firm attended the Board meeting to present their audit of the Agency's fiscal year 2005 financials.

ISOSWO NEWSLETTER CONTRACT
Agency board members were asked to approve the newsletter contract with ISOSWO.

SEXUAL HARASSMENT TRAINING
Sedlock had board members and attending staff watch a video concerning sexual harassment in the work place and take a small quiz over the material.
RATHBUN CONTRACT
The Rathbun Area Solid Waste Commission at its November 10th meeting approved a contract to send waste from Appanoose County to the Agency Landfill. Delivery is likely to begin sometime in late summer or early fall 2007.
2005 ENGINEERS REPORT
Representatives of Foth & Van Dyke attended the Board meeting to report findings about the Landfill's environmental quality from 2005 and discussed projects for the next 12 to 18 months.
FYE 2007 DRAFT BUDGET
Members of the board will review the 2007 draft budget and bring it back to the January board meeting for approval.
LANDFILL FOREMAN REPORT-MILO MCCOMBS
McCombs reported that the fill area is now in cells N1-N3. Staff has been performing maintenance on the machines. The white goods area is holding up nicely.
TRANSFER STATION-JEFF DEWITTE
Staff preformed minor repairs on Transfer Station equipment. Dewitte visited the Metro Waste Authority Transfer Station. The Mayor of Creston visited the Transfer Station to see how a transfer station operates.
EPS REPORT-RACHEL ELGIN
Elgin reported the calendars are finished and deliveries are in progress.
BUSINESS MANAGER-LESLIE SEDLOCK
Agency staff will receive sexual harassment training in January. Sedlock attended an open records meeting in Des Moines last month. The Landfill Accounting program will receive an update later this month.
DIRECTORS REPORT-SARA BIXBY
Both the Landfill and Transfer Station will be closed on Saturday, Dec. 24th, for Christmas. Jerry Alexander has indicated he will provide rural waste collection service in Lucas County on Saturday mornings. Bixby reported on regulatory issues and items covered in her written report.
