Minutes of the Meeting
September 14, 2005

CALL TO ORDER AND ROLL CALL

Vice Chairman Mike Beary (Monroe Co.) called the meeting to order at 9:00 a.m. with the following members present: Tom Law (Poweshiek Co), Larry Davis (Lucas Co.), Roger Schletzbaum and Howard Potthoven (Marion Co.) were absent.

Also in attendance:  Kathy Vander Meiden, Midwest Sanitation; Jim Miles-Polka, Foth & Van Dyke; Royal Roland and Ed Dieleman, Roland & Dieleman, CPA;  and staff Milo McCombs, Jeff DeWitte, Rachel Elgin, Leslie Sedlock, and Sara Bixby.
Jason Parker, Scott Snyder, Jeff Towel of Wells Fargo arrived at 9:15 A.M.

APPROVE OR AMEND AGENDA

Moved by Law, seconded by Davis approve the September agenda with the exception of removing Rathbun from the list of action items so that Marion County can vote next month.  Motion carried.  Yea's-3 Nay's-0

PUBLIC COMMENT

There was no public comment.

APPROVE MINUTES

Moved by Law, seconded by Davis to approve the minutes of August 2005.  Motion carried.  Yea's-3 Nay's-0

APPROVE FINANCIAL REPORT AND BILLS

Moved by Davis, seconded by Law to approve the financial report, bills and supplemental list of bills. Motion carried.  Yea's-3 Nay's-0

FOTH & VAN DYKE CONTRACT

Moved by Law, seconded by Davis to approve Vice Chairman Mike Beary to sign the engineering services agreement with Foth & Van Dyke.  Motion carried.  Yea's-3 Nay's-0

LANDFILL FOREMAN REPORT-MILO MCCOMBS

McCombs reported staff is working on south sediment basin and roads in to N1 and N4 in preparation for winter.

TRANSFER STATION-JEFF DEWITTE

Dewitte reported it has been normal operations at the Transfer Station.  Randy Ives is receiving his tanker license today.

EPS REPORT-RACHEL ELGIN

Elgin reported that preparation for the 2006 SCISWA calendars has begun and posters will be chosen at the October board meeting.  On October 8 there will be a household hazardous waste collection event in Poweshiek County will be held at the county shop in Montezuma .  An informational meeting will be held at the landfill Education Center September 29th at 10:00 AM.  The topic will center on the Rehab the Lab program offered to all Iowa schools.

BUSINESS MANAGER-LESLIE SEDLOCK

Sedlock reported staff received training on using fire extinguishers this month.  Sedlock will be coordinating landfill safety training for staff. SCISWA's audit begins today.

DIRECTORS REPORT-SARA BIXBY

Bixby reported on regulatory issues and items covered in her written report.

Health and safety consultants from Iowa Workforce Development provided a Safety and Health Consultation at the Landfill on September 7th and at the Transfer Station on September 8th.  A 1986 Walker 6,000 gallon transport was ordered from Baker Equipment, Perryville, MO, in August for use as a leachate tanker.

WELLS FARGO-JASON PARKER, SCOTT SNYDER, JEFF TOWLE

Scott Snyder, Wells Fargo reviewed the Agency's investments with board members.
