Minutes of the Meeting
July 13, 2005

CALL TO ORDER AND ROLL CALL

Chairman Roger Schletzbaum (Marion Co.) called the meeting to order at 9:00 a.m. with the following members present:  Tim Vick (Lucas Co.), Mike Beary (Monroe Co), and Tom Law (Poweshiek Co).

Also in attendance:  Milo McCombs, Jeff DeWitte, Rachel Elgin, Leslie Sedlock, and Sara Bixby.

APPROVE OR AMEND AGENDA

Moved by Beary, seconded by Vick to approve the July agenda and include Monroe counties illegal dumping reimbursement with the financial report and bills.  Motion carried.  Yea's-4 Nay's-0

PUBLIC COMMENT

There was no public comment.

APPROVE MINUTES

Moved by Law, seconded by Beary to approve the minutes of June 2005.  Motion carried.  Yea's-4 Nay's-0

APPROVE FINANCIAL REPORT AND BILLS

Moved by Vick, seconded by Beary to approve the financial report and bills. Motion carried.  Yea's-4 Nay's-0

Moved by Law, seconded by Vick to approve reimbursement ($4000.00) to Monroe County to assist in the purchase of a trailer to clean up illegal dump sites.  Motion carried.  Yea's-4 Nay's-0

EDUCATION CENTER USE POLICY

Moved by Vick, seconded by Law to approve the Education Center Policy as presented.  Motion carried.  Yea's-4 Nay's-0

FYE 2006 BUDGET AMENDMENTS

Moved Law, seconded by Beary to approve the 2006 budget amendments as presented.  Motion carried.  Yea's-4 Nay's-0

EQUIPMENT SWAP

Staff asked that the board approve the equipment swap and net payment of $10,000.00 with Marion County to upgrade the Agency dump truck and sell the large sheepsfoot roller.

Moved by Vick, seconded by Law to approve the equipment swap and net payment as outlined and presented.  Motion carried.  Yea's-3 Nay's-0 Schletzbaum abstaining

LEACHATE UPDATE

Staff continues to look for a tanker to purchase.

RFP STATUS UPDATE

The Agency received three proposals in response to its Request for Proposals (RFP) for engineering/consulting services.  Interviews will be conducted in July and August.

RATHBUN CONTRACT DISCUSSIONS

Bixby discussed the Rathbun contract draft revisions with board members.  Bixby indicated that she is waiting on Rathbun to provide its proposed remedy language.

LANDFILL FOREMAN REPORT-MILO MCCOMBS

McCombs reported staff has finished the down spouts on the east side and is ready to seed.  DeWitte and McCombs looked at a tanker to haul leachate this month and Cowman and McCombs looked at the dump truck to purchase from Marion County.  McCombs reported that litter pickers from Veterans Industries continue to work on cleaning up litter.

TRANSFER STATION-JEFF DEWITTE

Dewitte reported staff has been busy keeping up on mowing and maintenance on equipment.  Gilbert Septic Service Pumped four loads of 1,500 gallon each (6,000) from the holding tank at the Transfer Station on June 23rd and 24th.   Randy Ives will attend a Transfer Station Operator School on July 20th in Cedar Falls.  DeWitte has been working with Elgin on the Transfer Station open house that will be held on July 23.

EPS REPORT-RACHEL ELGIN

Elgin reported that the Agency web site is being updated on a monthly basis.  This month the tipping fees will change on the web site and an informative piece will address container gardening with salvaged materials.  Elgin visited with all the board members in the four counties in June.  There will be an open house at the Transfer Station Saturday, July 23 from 8 to 11 a.m. to field questions on fee increases and any other questions customers may have.

BUSINESS MANAGER-LESLIE SEDLOCK

Sedlock has been busy working on fiscal year end 2004-2005 financials.  Sedlock continues to work with Jack Lipovac of HR OneSource to complete a job description for Business Manager.

DIRECTORS REPORT-SARA BIXBY

Bixby reported on regulatory issues and items covered in her written report.  Bixby brought to the attention of board members that fuel prices continue to increase and adjustments were made in the budget amendment presented earlier.  Milo McCombs and Sue Hudson opened the Landfill for just over 60 minutes on July 4th for seven trucks to dump. ESN-Rocky Mountain completed its on-site Tier 2 gas investigation in mid-June.  The Transfers Station's Financial Assurance account will have $6,425 transferred into the dedicated fund by July 30th.
