Minutes of the Meeting
April 13, 2005
CALL TO ORDER AND ROLL CALL
Chairman Roger Schletzbaum (Marion Co.) called the meeting to order at 9:00 a.m. with the following members present: Tim Vick (Lucas Co.), Paul Koffman (Monroe Co), and Tom Law (Poweshiek Co).
Also in attendance: Kathy VanderMeiden, Midwest Sanitation; and staff Milo McCombs, Jeff DeWitte, Rachel Elgin, Leslie Sedlock, and Sara Bixby.
APPROVE OR AMEND AGENDA
Moved by Vick, seconded by Law to approve the April agenda as presented. Motion carried. Yea's-4 Nay's-0
PUBLIC COMMENT
There was no public comment.
APPROVE MINUTES
Moved by Law, seconded by Vick to approve the minutes of March 2005 with a correction to Rathbun tonnage on page 2. Motion carried. Yea's-4 Nay's-0
APPROVE FINANCIAL REPORT AND BILLS
Vick asked if there is a maximum an employee is reimbursed for work boots, Bixby said no but guide lines can be developed. McCombs explained that the bills from Romar and Farm and Home are for tools purchased to restock the shop. McCombs added all the tools purchased have a lifetime guarantee. Sedlock added that next months expense statement would reflect a change in line items.
Moved by Vick, seconded by Law to approve the financial report and bills, incorporating the reimbursement to the Marion County Secondary Road department for $1894.00 for two illegal dump site clean ups. Motion carried. Yea's-3 Schletzbaum abstained. Motion carried.
MISSION STATEMENT AND GUIDING PRINCIPLES
Staff asked that the board adopt the 2005 Mission Statement and Guiding Principles as presented.
Moved by Law, seconded by Koffman to approve the 2005 Mission Statement and Guiding Principles as presented. Motion carried. Yea's-4 Nay's-0
AUTHORIZE DISPOSAL: BLAZER, PULL SCRAPER, SMALL SHEEPFOOT
Staff recommended selling the Blazer to Milo McCombs for $3,500; the scraper to Ziegler for $2,500 as is, and the sheepsfoot roller to Ziegler for as much as possible.
Moved by Vick, seconded by law to sell the Blazer to Milo McCombs for $3,500; and offer remaining equipment to the cities and counties first. Motion carried. Yea's-4 Nay's-0
POLICY ON DISPOSAL OF AGENCY PROPERTY
Board members asked that a policy covering public bidding with procedures be written.
RATHBUN DRAFT CONTRACT
Bixby continues to work on the Rathbun contract. Bixby will be attending the Rathbun Area Solid Waste Commission board meeting on April 12.
STAFFING
Vick asked that a formal evaluation of Bixby be completed by each board member and submitted to Schletzbaum (Chairman) so he may compile and complete an evaluation to present at the May board meeting.
John Lee was hired April 4 for the position of equipment operator at the landfill. Interviews at the Transfer Station for a part-time scale attendant begin April 14, 2005.
LANDFILL FOREMAN REPORT-MILO MCCOMBS
McCombs reported the white goods have been moved to the new area. Staff is trying to keep up with the litter but due to high winds, it has been difficult. The V.A. continues to send people to work on litter. Ziegler (Cat) will be in this month to replace the pins on the compactor. Bixby announced that McCombs is doing a great job.
TRANSFER STATION-JEFF DEWITTE
DeWitte reported staff put in new fencing around the Transfer Station, and cleaned up the white goods area. One of the Semis had minor repairs and a new tarp is needed to be purchased for one of the trailers. DeWitte thanked Elgin and Bixby for helping out at the Transfer Station, while short handed.
EPS REPORT -RACHEL ELGIN
Elgin has completed a six-week DMACC course, "Creating Web Pages". Elgin is working with Carol Van Klompenburg from The Write Place in Pella discussing web site maintenance and updates. Bixby asked that the approved minutes each month be posted to the web site. Hoks & Sons will begin mowing Agency property in April. Elgin has been busy scheduling tours at the landfill and setting up Household Hazardous Waste (HHW) events. Pella's HHW event will be on Saturday, April 23 at the Pella Public Works. SCISWA will also be helping with the E-cycling event at Pella Corp.
BUSINESS MANAGER REPORT -LESLIE SEDLOCK
Sedlock is catching up on daily work from being absent on maternity leave.
April 21 several staff members will attend a first aid and C.P.R. class. The remaining employees will do training at a later date. Sedlock will be conducting sexual harassment training in the next month for new hires and any one who still needs the training. Payroll was updated to reflect the new state tax changes.
DIRECTORS REPORT -SARA BIXBY
Bixby reported on regulatory issues and items covered in her written report. Bixby pointed out that Fox Engineering completed a Tier 1 study for the landfill, which exceeded the federal threshold for monitoring landfill gas generation. Based on the Tier I results, the Agency will proceed with a Tier 2 evaluation as budgeted for this fiscal year, and application for a Title V air permit. Amy Scott, from DNR inspected the landfill on April 5th, Ms. Scott commented on the need for increased litter and erosion control. Bixby will be attending a meeting in Lucas County on April 19th to discuss rural trash pickup. May's agenda could include Gordon Fisher, who will discuss the lawsuit with board members.
